Lilian Winters is an associate who specializes in land use, real estate, and municipal law.  Her practice encompasses all aspects of civil litigation and land use and development.  Prior to joining the firm in 2025, Lilian practiced municipal law in San Francisco.

Lilian holds a B.A. in Ethics & Public Policy from the University of Iowa, a J.D. from Loyola University Chicago, and an L.L.M. in Environmental Law from Lewis & Clark Law School.
 

Lilian is a member of the California State Bar and admitted to practice before the U.S. District Court for the Northern District of California.
